The City is seeking a Program Administrator under the working title of Grants Director. Positions such as these perform highly responsible administrative and professional work in directing City teams, projects, and programs. This may include directing and supervising activities of assigned teams, researching policies and programs, conducting intergovernmental coordination, providing technical assistance, and managing finances and programs.

Information specific to this position:
The Office of Financial Services (OFS) is seeking a permanent Grants Director to manage citywide grant processes, leading with our core values of equity, resiliency, and innovation. This position will oversee a new central Grants Division within OFS, strategically developed in partnership with City Departments and leaders to respond to and plan for grant needs.

The Grants Director manages division responsibilities for the planning, administration, coordination, oversight, and management of grants for the City of Saint Paul.

Typical Duties:
The Director ensures compliance with state, federal, and philanthropic regulatory requirements and adheres to City code, policies, procedures, practices, and standards.
Supervises staff and advises senior staff, management, City officials, and external agencies regarding overarching grant plans and issues.
Establishes and implements citywide grant policies and procedures, ensuring preparedness for audits and building relationships and winning compliance.
Assesses and implements a citywide grant system.
Manages citywide planning to align needs with grant funding opportunities and generating grant revenue.
Effectively engages and oversees external agencies that receive City passthrough funds.
Develops citywide grant training opportunities.

The eligible list created from this assessment will also be used to fill Program Administrator positions as they become available in various departments within the City.

Requirements
Eight years of progressively responsible experience in a majority of the following: supervision or leadership, project and program development, and/or project planning.
OR
Bachelor’s degree with coursework in Public Administration, Business Administration, Urban Planning, Economics, Management, Human Services, Social Work, Sociology, Criminal Justice, or a field related to the vacancy. Four years of progressively responsible experience in a majority of the following: supervision or leadership, project and program development, and/or project planning.

Position-specific preferred qualifications:
Grant compliance experience with Federal agencies, such as the Office of Management and Budget (OMB) Uniform Guidance

Assessment: Qualifications Rating
The Qualifications Rating is an assessment of your completed application, resume, and answers to Supplemental Questionnaire. GENERAL INFORMATION:
Open Job Posting: This posting is open to anyone who meets the position requirements.

Eligible Lists: Eligible lists are typically created from a pass/fail assessment. Those who pass the assessment will be placed on an eligible list for approximately six months. Hiring Managers may interview/hire anyone from the list.

Final Selection Process: You must receive a score of 75% or higher to pass the assessment and be considered for the position. Those who pass will be placed on an eligible list and all will be notified of their status. A Hiring Manager will consider those applicants eligible for hire. You will be notified if you are invited to participate in the final selection process which may include an interview, job simulation, work sample submission, or other evaluation method.

Condition of Employment: This position requires a credit check and a background check which may include criminal history, and employment history as a condition of employment. Candidates will be required to submit proof of education to Human Resources upon conditional job offer if qualifying with education and experience.
