Mission: The Link works with youth and young families to overcome the impacts of poverty and social injustice. Our 23 programs provide supportive housing, intensive case management services, and skills development to youth at risk of or experiencing homelessness, sex trafficking and/or involvement in the juvenile justice system. The Link prides itself on its innovative, youth-centered, strengths-based programming for youth and families as well as programs that are co-designed, implemented and overseen by youth.

Position Specifics
Hiring Salary Range: $96,004 - $112,005/year based on qualifications

Hours/Days: Mon-Fri, 9:00-5:00

BASIC FUNCTION
The Director of Contracts and Evaluation (C&E Director) is responsible for writing government grants and overseeing government contract compliance, reporting, and evaluation across The Link. This role works closely with the C-Suite, Program Division Directors, Program Managers, and Development and Finance Directors to secure and maintain government funding, manage budgets, and develop work plans for The Link’s three divisions of programming: Homeless Services & Housing, Safe Harbor, and Youth Advocacy. The C&E Director ensures contract compliance and reporting requirements, tracks program outcomes, and leads our continual improvement and evaluation alignment with The Link’s Quality Assurance Plan. Serving as a key liaison across all levels of the organization—including the Youth Advisory Committees, program leadership, and government contract managers—this role is instrumental in using data to tell our story and uphold the highest standards of service for the youth we support.

ESSENTIAL FUNCTIONS
Organizational Leadership
Work collaboratively with all members of the Executive Team and key stakeholders both in and outside of the organization
Participate in the development and implementation of strategic planning for the agency as a whole
Provide direction, oversight and management of policies, procedures, and protocols to properly execute activities and requirements related to assigned areas of responsibility.
Supervise the Data Coordinator position.

Budget and Capital Management
Work with Finance, Development, Program Division Directors, COO, CPO and CEO to develop the annual budget.
Coordinate with program and finance staff to oversee government grant budget invoicing and spending throughout the year.
Partner with Finance, Program Division Directors and C Suite in developing grant application budgets.
Complete DHS monthly service billing for Housing Support.

Evaluation
Ensure the programs run efficiently and outcomes are met
Oversee databases including Clienttrack, HMIS, MHIS, REDCap, Minutes, Etc.
Train new users on databases use and data privacy
Utilize the appropriate evaluation tools and processes for measuring outcomes
Assess, research, oversee, and coordinate ongoing organizational and programmatic performance quality improvement
Run reports and check quality assurance for government contracts (i.e. APR’s for HUD, HMIS reports for state, etc.)
Work with appropriate staff to improve data quality as needed for reports
Review outcomes and work collaboratively with program and administrative staff to continually improve program outcomes.
Submit government contract reports within required deadlines and timeframes
Lead The Link’s Quality Assurance Plan

Government Contracts
Maintain online filing system for all government contracts
Work in coordination with Program Division Directors, COO, CEO and Finance Director on writing and submitting proposals for government contracts.
Manage the contracting process with contract managers including developing the workplans, budgets and required documentation.
Facilitate grant initiation meetings with Program Division Directors, Program Managers, CEO and Finance Director
Assist with preparation for monitoring visits from government funders and attend site visits as needed.
Review all contracts for compliance assurance

Technical and Professional Skills and Experience:
Computer application proficiency, including Microsoft Outlook, Teams, Word, and Excel
Preferred knowledge of best practices; trauma informed care, strengths-based approach, harm reduction, positive youth development, etc.
Knowledge of strategic planning and analysis, budgetary processes, resource allocation and evaluation
Astuteness in working, collaborating and influencing external stakeholders or policy makers including government, business and community resources.
Demonstrated knowledge and intuition of current and future organizational needs, challenges and opportunities and the ability to capitalize and/or mitigate issues accordingly.
Extensive business and financial acumen
Demonstrated understanding of effective governance
Extensive knowledge of accounting principles, budget processes and grant compliance
Experience in grant funding, reporting and management
Demonstrated knowledge and intuition regarding local, state and federal employment legislation, regulations, etc.
Preferred experience working with youth in residential and non-residential environment
Knowledge of program planning and development, program and organizational development
Knowledge of advocacy for youth experiencing homelessness, sexual exploitation and/or juvenile justice reform

QUALIFICATIONS
Preferred Master’s degree in Business Administration, Public Administration, Human Services, Human Resources, Finance, Accounting or similar field.
5-7 years or more experience or progressively responsible senior administrative and management experience in a nonprofit or public sector youth or residential program required
Current driver’s license, reliable vehicle (with current insurance at the levels required by the Link) and ability to pass a criminal and driving background check
Ability to work occasional hours outside of a traditional 9-5 schedule
